Evergreen Masjid Construction Project


Asalaamu-Alaykum,

During the months of September and November 2008, the Evergreen Project Committee met with 7 different contractors of varying sizes and experience levels to obtain a better understanding of the construction process and the costs involved. The Project Committee then compiled the information and presented it to the SBIA Board of Directors and Trustees in a joint session held in December.

The SBIA Board of Directors is currently reviewing the information and cost estimates provided by the Project committee and will soon make a determination as to what next steps should be.

Here is an update of some of the major steps that have occurred over the past few months:

  • November 2008 – SWPP (Storm Water Protection Plan) report was prepared by the Civil Engineer

  • November 2008 – The City of San Jose Department of Public Works accepted our Street Improvement Permit Application
  • December 2008 – Hiring of a licensed professional Structural Engineer (Kevin O’Keefe) to work with the Design Team in reviewing the Structural Design and to assist with Value Engineering to determine the most cost-effective design.

EG Project Design Expenses To Date:

  • HL Design, Inc.(Architect): $39,514 (Includes Print Reimbursements)
  • City Review + Permit Fees: $26,182
  • SMP Engineers (Civil Engineer): $26,855 (Includes $1,500 fee for SWPP report)
  • Structural Design + Drafting (HL Design, Inc.): $12,631
  • Deborah Ellis (Arborist): $1,500 (To create Arborist report per City Planning Comments)
  • Reed Associates (Landscape Architect): $8,500


Total: $115,182

Here is a brief summary of the project progress:

June 06, 2007 – The Architecture Site and Planning Documents were submitted to the City Planning Department


July 2007 – Review comments on these documents were received by the Planning Department.


Aug 31, 2007 – Revised Architecture Site and Planning Documents were re-submitted to the City Planning Department.


Oct 18, 2007 – community meeting for all residents within a 1,000 foot radius of the project was held at the Evergreen masjid.  The SBIA Project committee and City officials made a brief presentation to the neighbors to answer any questions or concerns.

Nov 28, 2007 – Civil Engineer submitted a revised Grading and Drainage plan, Storm water Management Plan and Hydraulic calculations to meet the 100% treatment policy per the City Planning department requirements.


Dec 15, 2007 – The Architect applied for a variance for the City of San Jose Fire Department’s water flow requirement at the site.


Jan 2008  - The Fire Department approved our request for a variance on the water flow requirements on the condition we provide a 90,000 gallon water tank on site (to be located underground).


Feb 27, 2008 – Planning Director’s hearing held at San Jose City Hall and conditional approval of the project was given by the Planning Department


March 10, 2008- Planning Development Permit for the new masjid project was issued by City of San Jose.


April 2008 – An adjustment to the Planning Permit was submitted (per Planning Dept. requirements) to the City.


May 2008 –  Comments were received by the Planning Dept. in regards to the Revised grading plans as well as the retaining walls.  Revised submittal was submitted at the end of May 2008.


June 6, 2008 – Grading Permit Application was submitted to the Dept. of Public Works.


June 9, 2008 – Adjustment to the Planning Submittal (Submitted at the end of May) was signed off and approved by the Planning Department.


July 2008 – New GeoHazard Clearance Report and Soils Report were submitted to the Dept. of Public Works, per their request.


August 27, 2008 – The Grading Drawings were approved by the Dept. of Public Works and the Grading Permit was issued to SBIA.


November 2008 – SWPP (Storm Water Protection Plan) report completed by the Civil Engineer


November 21, 2008 – City of San Jose Dept. of Public Works approves the Street Improvement Permit application


December 2008 – Project Committee hires a licensed professional Structural Engineer (Kevin O’Keefe) to review and assist with value engineering of the Structural design.

The SBIA Board is currently reviewing all the information and construction cost estimates provided by the project committee in Dec. 2008 and will determine the next steps of the project shortly.
